The logistics officer is a country dedicated logistics specialist staff
responsible for assets, fleet, transport and customs management oversight
Dimensions of the Role
- Fleet management:
all tasks related to the management of fuelled assets, from planning,
management to disposal and replenishment.
- Asset management:
all tasks related to the management oversight of low and higher value assets,
from planning, management, down to disposal and replenishment
- The role
will be responsible for transport and customs management
Responsibilities
Asset
Management (50%).
Receipts
· Assets
are receipted with procedures linked with owner and registered in the asset management
system, also assets are tagged and record is in place
· Responsible
for asset allocation to user and ensure quality at reception
Monitoring
· Incident
management of assets
· Maintenance
schedule is coordinated, follow up and happens as per the schedule
· Track
and record assets movements
· Consolidate
all assets movements
· Investigate
and escalate discrepancies
· Ensure
appropriate utilisation of assets (safety, security, quality, cost)
Control
· Organise
inventory count and asset verifications
· Coordinate
inventory count administration
· Report
on inventory count results
· Investigate
and report inventory discrepancies
Life
cycle management
· Prepare
list for disposal / prepare reports and replenishment
· Prepare
transfer of documentation
· Coordinate
the asset disposal process based on lifetime usage, project end or office
closure
Reports
· Prepare and consolidate
monthly/quarterly assets reports for management consumption
Fleet
management (30%)
Planning,

· Ensure
all fleet movements are planned and optimised
· Monitor,
update and document all fleet costs (paperwork and Fleet Management System)
· Ensure
all vehicles are maintained and inspected on time according to manufacturers’
guidance and operations. Arrange any repairs, defects, or break downs
· Coordination
with Country Supply Chain Manager for vehicle maintenance and disposal,
replacement plan
· Ensure
all vehicles always have all necessary tax and insurance
· Arrange
in-house/ outsource maintenance capacity.
· Ensure
drivers follow all driver regulations.
· Respond
to accidents and complete ‘Plan accident report form’.
· Investigate
accident cause and complete ‘Plan post road traffic accident report form’.
· Ensure
fuelling procedures are followed, arrange fuel suppliers (with Procurement
team).
Safety
and security
· Support
capacity building with drivers
· Facilitate
training sessions and share knowledge with fleet team
· Ensure
taxes and insurance are organised and paid for
· Escalate
any significant fleet risks to the supervisor
· Ensure
all vehicles are appropriately equipped
· Reduce
fleet risks by managing bad driving habits, over speeding, actioning near
misses, etc.
Reporting
and monitoring
· Ensure
data input regularly and correctly in Fleet Management System
· Understand
and challenge fleet efficiency while reviewing fleet data accuracy
· Monitor
fleet cost and prepare monthly fleet reports to monitor fleet and driver’s
performance for management decision making
Transport
and customs (10%)
· Manage
shipping and importation procedures
· Customs
clearance and processing of tax exemptions for imported goods
· Process
Import and Export Licenses
Stock
and storage handling (10%)
· Be
responsible for all stock’s management including correct receipt, movement, and
dispatch including use of correct documentation, control, monitoring,
verifications etc (Waybills, Stock registers, Bin cards, Stock Receipt Notes,
Dispatch registers etc)
· Periodic
stock verifications, reporting and reconciliations including follow up on
discrepancies
Requirements
Knowledge and Experience
· University degree in Procurement and Logistics, Supply
chain Management, Logistics or Business management field with a minimum of 3-4
years of practical experience in similar role at a reputable organization, work
experience in INGO environment
· A professional qualification and membership of
recognized purchasing and supplies institution
· Demonstrated relevant progressive experience in similar
posts; and
· Fluent in English and Kiswahili languages
· Understands relevant sectoral context including
how the sector operates in terms of funding and governance and awareness of organization's purpose, values, and Kenya strategy
· Understands legal and reputational risk including risk
assessment, communication, risk management and reporting in full compliance
with risk-related standards, including in areas such as Child and Youth
Safeguarding and Protection, Gender equality and inclusion, Counter Fraud,
Safety and Security
· Managing activities and resources including skills in
day to day planning and organising work plan in line with programme
assignments.
· Managing information communication skills, both
speaking and writing, and digital working, including personal digital skills.
Proficient in computer basic
application, excel and SAP/ERP and BI​
